Project Overview:
The Odisha Hydro Power Corporation (OHPC) is going to construct a Pumped Storage Project (PSP) adjacent to the Upper Indravati Hydro Electric Project. This new initiative, known as the Upper Indravati PSP, will leverage the existing Indravati reservoir as the Upper Reservoir, while a new Lower Reservoir along with underground Power House will be constructed.
Project Approvals and Clearances:
- The final DPR for the Upper Indravati PSP has been prepared.
- The Central Electricity Authority (CEA) granted Techno-Economic Clearance (TEC) on 19.08.2024.
- The High-Level Clearance Authority (HLCA), Govt. of Odisha approved the project on 12.2024.
- The Project Approval Committee (PAC), Govt. of Odisha accorded approval on 25.04.2025.

Project Overview:
- The Draft DPR for the Upper Indravati PSP has been prepared.
- The proposed Upper Kolab PSP will utilize the existing Kolab reservoir as the upper reservoir, while a new lower reservoir will be constructed.
- Installed capacity has been enhanced from 320MW to 600MW, as instructed by the CEA in the first consultation meeting.
- As per the Gazette of the India notification on 01.08.2025 under the schemes for setting up hydro generating stations, involving an estimated capital expenditure exceeding rupees three thousand crores shall require the concurrence by the Authority. As the project cost of Upper Kolab PSP is less than rupees three thousand crores, CEA vide latter dated 17.09.2025 returned the proposal from S&I list.
Project Approvals and Clearances:
- Pre-DPR clearance received from Hydrology Dt., CWC on 19.02.2025.
- ToR received for 600 MW installation capacity on 22.04.2025.
- Pre-DPR clearance on Inter State Matters from ISM Directorate received on 16.06.25.
- Pre-DPR clearance on Power Potential Aspects from HPA division received on 31.07.2025.

Project Overview:
- The Draft DPR for the Balimela PSP has been prepared.
- The proposed Balimela PSP will utilize the existing Balimela reservoir as the upper reservoir, while a new lower reservoir will be constructed.
- WAPCOS submitted the Inception Report and Revised PFR on 11.06.2019 basing on Installed capacity of 500 MW (2 X 250 MW).
- As per the Gazette of the India notification on 01.08.2025 under the schemes for setting up hydro generating stations, involving an estimated capital expenditure exceeding rupees three thousand crores shall require the concurrence by the Authority. As the project cost of Balimela PSP is less than rupees three thousand crores, CEA vide latter dated 17.09.2025 returned the proposal from S&I list.
Project Approvals and Clearances:
- The conceptual layout has been approved by Water Resource Department, Govt. of Odisha on 18.03.2021.
- Hydrology aspect approved by CWC on 12.04.2023.
- Topographical Survey Completed on 26.03.2019.
- Pre-DPR Clearance on Power Potential Study Chapter from HPA division, CEA received on 26.06.2025.

Important Milestones and Timelines:
Environmental Clearance:
- ToR received from MoEF&CC on 12.09.2023.
- Baseline (three season) study and Socio-Economic survey has been completed at site for Environmental Clearance (EC) is completed.
- Socioeconomic survey has been completed in January 2025.
MoU
- MoU signed with CEA on 22.03.2024 for providing Design review Consultancy services on Electro-Mechanical works.
- MoU signed with CWC on 02.07.2024 for providing Design review Consultancy services on Civil & Hydro-Mechanical works.
